Job: Associate Director, External Relations, Public Policy and Network Licensing at IHS Towers

The Opportunity

  • IHS Towers is expanding its global footprint and we are looking for someone to join our team in Nigeria as Associate Director, External Relations, Public Policy and Network Licensing.
  • The person will ensure that the company complies with all site-related permits and authorizations as prescribed by the regulatory authorities of the telecommunications industry, implement the strategic program to improve the reputation and visibility of the company with national, state, regional and global agencies and organizations.
  • In addition, the individual will advise and guide public policy initiatives of government, quasi-governmental institutions and third-party institutions that may impact the company, its business plan and operations.

Main responsibilities

  • Leading, motivating, and managing external relations, public policy, and the network enables the team to achieve a positive, innovative, and high-performing work culture.
  • Ensure that the strategic actions of the External Relations, Public Policy and Network Permits team are aligned with the company’s approved business plan.
  • Lead the cultivation and continuous improvement of effective working relationships with site/network permit regulators and relevant stakeholders.
  • Develop, cultivate, and maintain relationships with local, state, and national partners to advance the company’s thought leadership within associations and third-party customer/consumer groups in the telecommunications industry.
  • Implement thought leadership and reputation building program to increase company visibility on selected platforms and position company executives in front of key decision makers in line with approved stakeholder engagement strategy.
  • Manage corporate relationships, objectives and reputation with public policy bodies and multilateral agencies. Leverage membership in various platforms and associations to extract value for the business.
  • Make presentations and/or oversee the preparation of presentations to government agencies, community groups and the general public as required. Support management in the preparation of presentations to the public to ensure consistency of messages.
  • Navigate complex issues and build common ground with multiple constituencies among external partners who may have different and often opposing perspectives.
  • Support the leadership team to develop a cohesive and compelling narrative of business activities and impact. Conduct engagement activities/initiatives to raise the company’s brand profile and increase reach among current and potential external stakeholders.
  • Keep abreast of developments in the legislative/public policy field, including emerging and current public policy trends and new policies. Develop submissions and position papers to present to key external stakeholders.
  • Prepare various periodic and ad hoc reports to inform senior management of major policy developments.
  • Drive company and industry initiatives through industry bodies and with industry stakeholders
  • Prepare periodic documents and advise the team/company on major public and regulatory developments regarding ICT/telecoms, emerging technologies, digital and financial inclusion, etc.
  • Ensure value for money of the company through the adoption of cost-effective strategies in negotiating/engaging with different levels of government agencies/bodies regarding various site-based demands.
  • Identify and propose practical solutions to mitigate network/site permit risks and develop risk management strategies. · Generate synergies by identifying and managing cross-functional network/site permit dependencies across the enterprise. · Perform other duties and functions as assigned by the Director, Regulatory Affairs and Government Relations

Key qualifications and experience

  • Bachelor of Laws.
  • +15 years of relevant professional experience, including 8 years in a regulatory affairs function involving regulatory compliance and stakeholder relations management in the telecommunications sector
  • At least 4-5 years of people management experience at the senior management level.
  • Solid experience and understanding of the Nigerian telecommunications industry and regulatory framework.
  • Demonstrated ability to plan and execute many complex projects under pressure.
  • Proven business acumen and superior judgment.
  • Exceptional written and verbal communication skills.
